Korea Car Export Documents Explained: What Every Buyer Receives

Drawing on thousands of real shipments from our Incheon yard, here is our practical, no-fluff take. The paperwork behind a Korean car export is simpler than it looks. Here is what each document does and why your customs broker needs it.
Why the Paperwork Matters as Much as the Car
A used car export is only as smooth as its documents. The vehicle is the easy part; the papers are what let it leave Korea, cross an ocean, and clear customs in your country. Each document answers a specific question for a specific party: who owns the car, what it is worth, where it was built, and that it actually shipped. When these align, clearance is routine. When one is missing or inconsistent, the car can sit at port racking up storage. As your Incheon exporter, we prepare this set carefully and send copies early so your destination broker can prepare in advance rather than scramble on arrival.
The Commercial Invoice
The commercial invoice is the financial heart of the shipment. It states the seller and buyer, the exact vehicle with its VIN, and the agreed price, normally quoted FOB so that ocean freight is listed and handled separately. Your customs authority uses this figure as a starting point to assess duty and tax, so accuracy is essential and the value must match what you actually paid by bank transfer. We issue the invoice in the company's registered name with matching bank details. Keep it with your payment confirmation; together they form the clean paper trail that protects you and satisfies customs questions about the transaction's true value.
The Export and De-Registration Certificate
Before a car can leave Korea, it must be removed from the domestic registry, a step often called export de-registration. The resulting certificate proves the vehicle is legally cleared for export and no longer registered for road use here. For you, it is important evidence that the car is genuinely being exported, not double-sold, and it confirms the chassis and engine details that should match every other document. Many destination countries require this certificate as part of first registration in your name. We complete de-registration as part of preparing the car for loading, and the certificate becomes a core part of the document package you receive.
The Bill of Lading
The Bill of Lading, or B/L, is issued by the shipping line once the car is loaded at Incheon or Busan. It is both a receipt for the cargo and a document of title, naming the shipper, the consignee, the vessel and voyage, and the port of discharge. Because it controls release of the car at destination, accuracy is critical. We send you a draft to verify the consignee name, address, and VIN before the final B/L is issued, since corrections after release are slow and costly. Your broker presents the B/L to take delivery, so guard it carefully and confirm whether an original or telex release applies.
Certificate of Origin and Pre-Shipment Inspection
Some countries require a certificate of origin confirming the car was manufactured in Korea, which can affect duty rates under trade agreements. Others mandate a pre-shipment inspection, where an approved agency checks the vehicle, mileage, and sometimes emissions or roadworthiness before loading, issuing a certificate without which the car cannot be cleared on arrival. Requirements vary widely, so tell us your destination early and we arrange the right inspection and certificates. Skipping a mandated pre-shipment inspection is a common, expensive mistake, because the car may be refused entry. Knowing your country's rules upfront keeps the shipment moving and avoids surprises at the border.
Keeping the Document Set Together
Treat the full set, invoice, export certificate, B/L, certificate of origin, and any inspection certificate, as one package. Your customs broker needs them together to declare the car, calculate duty, and register it in your name. We provide clear copies as soon as each is ready and the originals as required by the shipping and clearance process. Save digital scans of everything and share them with your broker before the vessel arrives. Buyers who organize their paperwork early clear faster and pay less in storage. The car may be the exciting part, but a tidy, consistent document set is what actually gets it onto your road.
